It skips the labor and disposal cost of removing the old roof entirely, which is the largest line item on most commercial jobs. A tear-off removes everything down to the deck, which costs more up front but is the only option once the existing roof has wet insulation, a damaged deck, or has already been recovered once before, since most codes cap how many roof layers a building can carry.

Neither is automatically the right call. A recover on a roof with hidden moisture just traps the problem under a new membrane and costs more later. That's why an honest replacement quote starts with a moisture survey, not a measurement.

What roof system you're replacing to changes the number
